Much to the delight of some and, woe to others, President Barack Obama recently signed sweeping health care reform legislation into law. Although nothing in the health care reform legislation is written into stone, if the House and Senate can agree to reconcile the two bills (as is expected) Americans can expect to see a significant change in the way their health care needs are met. Pundits the world over are all putting their own spin on how the health care bill will affect you. Often explanations of health care reform tend to be filled with political diatribe, confusing terminology, and hard to understand language. But what's the truth? The Basics - Citizens will be required to have health insurance by law. However, this part of the legislation will not take effect until 2014. - Because everyone will be required by law to have insurance, the government will impose regulations on insurance companies and employers with more than 50 employees to make insurance more affordable and easier to obtain. - Eventually it will be illegal for insurance companies to deny coverage because of a preexisting condition. Initially this portion of the health care reform bill will only cover children, however it will be extended to cover all citizens by 2014. - Insurance companies will not be allowed to charge higher rates to people in bad health. - In order to offset the higher risk to insurance companies, the government will maintain a "reinsurance" pool, in which it backs up the benefits of people with health insurance using public dollars. These funds are only temporary, and it is not yet clear how long this program will last. - Americans who choose not to purchase medical insurance will pay a fine. This amount will increase as time goes on, up to 2.5% of a family's income in 2016. After 2016 this fine will increase or decreased based on consumer price indexes. Medicare - Funds for Medicare will be cut. While analyst disagree on the amount, Medicare will still operate. - Medicare will now cover preventative medicine. - Medicare payroll deductions will increase to 2.5% - Employers will no longer receive a tax deduction for contributing to Medicare part-D. Seniors - The government will incrementally bring about discounts for senior purchasing prescription drugs. For now they will only receive a $250 rebate, but later they can expect a mandatory 50% discount. - In order to offset the higher risk to insurance companies, the government will maintain a "reinsurance" pool, in which it backs up the benefits of seniors with health insurance using public dollars. These funds are only temporary, and it is not yet clear how long this program will last. New Taxes - An additional 10% tax will be charged to tanning salon customers. - Because states will be required to offer various services under the health care reform bill, some states may increase taxes to offset the costs. - As mentioned above, employees will be required to increase their medicare contribution to 2.5%. - The tax withdrawals from health savings account will be increased to 20%. - Hospital insurance plans will be taxed .9%. - A new unearned income (investments) tax will be imposed of 3.8%. - The government will implement a 2.9% tax on the sale of medical equipment. - Some citizens and analyst consider the fine for not having health insurance to be a tax. Although this is debatable. While the topic of health care reform is a contentious issue, many Americans are mostly concerned with the effect the bill will have on them. What we have is a mixed bag. While access to health care will increase, so will taxes. Whether the bill is right or wrong is for you to decide. But at least now you know how the law will affect you and your family.
